Although we want the campus community to immediately report crimes or suspicious activity to UTCPD, we know this doesn’t always happen.
A victim of a crime may be more inclined to report it to someone other than the campus police. 出于这个原因, the Clery行为 requires universities to collect crime reports from campus security authorities (CSA).
Who is a Campus Security Authority?
A CSA is a Clery-specific term that encompasses certain departments, groups and individual UTC employees who have a duty to report crimes that they become aware of, as defined by the Clery行为.
The law defines a Campus Security Authority as “An official who has significant responsibility for student and campus activities, 包括, 但不限于, 学生住房, student discipline and campus judicial proceedings.”
Examples of Campus Security Authorities:

- Office of Student Conduct
- Office of the Dean of 学生

- Faculty and 工作人员 advisors to student organizations/groups
- Study abroad faculty and 工作人员
Campus Security Authorities may also be identified by job function; that is any employee who, by virtue of their job function, has significant responsibility for assisting students or campus activities. Examples would be student advisors or formal or informal student mentors.
The Clery行为 requires that CSA’s be identified, notified and trained.
CSA’s who have been identified by job title receive annual notification and online or in-person training. CSA’s are trained on what information to obtain, while maintaining the confidentiality of the victim, and how to report the information to the UTCPD for inclusion in the campus crime statistics. Further, these individuals refer the victim to resources that can assist them, is they so choose.

The Role of a Campus Security Authority
CSA’s should not investigate crimes or attempt to determine whether a crime occurred. Rather, a CSA’s obligation is to simply report the information that he/she has as soon as possible.
CSA’s have an important role in university compliance with the Clery行为. CSA crime reports are used by the university to fulfill its responsibility to annually disclose Clery crime statistics, and to issue timely warnings for Clery行为 crimes that pose a serious or continuing threat to the campus community.
If a crime is reported to a CSA, but goes no further than that, the university will not have fulfilled its obligation under the law, and campus community members might not have the information they need to stay safe on campus. UTC is required to collect crime statistics from CSAs, even if there is no police investigation.
